In July a U.S. team could enter Hainan, disassemble the plane and transported to the U.S..

As part of the amendment Spiral 3, L-3 installed a team of advanced communications intelligence (COMINT), replacing outdated systems and increasing the aircraft's ability to be networked. The amendments will improve the analysis of data obtained on board and disseminate tactical intelligence in real time.

The initial program of the new amendment was also initiated by L-3 Communications in 2006 with the EP-3E Joint Airborne Signals Intelligence Architecture Modernization Common Configuration (JCC), a spiral, which included new features such as ForceNet ( joint communication system and global intelligence network of secret internet protocol router), an integrated location of enemy forces, an issuer of multi-platform, geolocation, automatic electronic surveillance measures and active communications system Link-16.
