The U.S. Navy, after the successful testing of the prototype EP-3E Spiral 3, has been approved to install new avionics suite for intelligence missions, reconnaissance and surveillance developed by L-3 Communications. At the same time, tests are being performed operating the plane, from which the Navy will decide the series production to convert the fleet of EP-3E aircraft to EP-3E version
The plane EP-3E is the version of war Electronic maritime patrol aircraft P-3C Orion. Years ago, in April 2001 an aircraft of this type, an EP-3E Airborne Reconnaissance Integrated Electronic System, while on a mission in southern China, had a mid-air collision with Chinese fighter J-8IIM, which crashed , killing the pilot. The EP-3E was about to crash but was able to make landing on China's Hainan island. The crew was detained for killing the Chinese pilot. Days after the accident, the crew was able to return to the U.S., while the plane remained on the island (although most of the equipment was destroyed by the crew, the team's analysis was exploited by the Chinese intelligence services). In July a U.S. team could enter Hainan, disassemble the plane and transported to the U.S..

As part of the amendment Spiral 3, L-3 installed a team of advanced communications intelligence (COMINT), replacing outdated systems and increasing the aircraft's ability to be networked. The amendments will improve the analysis of data obtained on board and disseminate tactical intelligence in real time. The initial program of the new amendment was also initiated by L-3 Communications in 2006 with the EP-3E Joint Airborne Signals Intelligence Architecture Modernization Common Configuration (JCC), a spiral, which included new features such as ForceNet ( joint communication system and global intelligence network of secret internet protocol router), an integrated location of enemy forces, an issuer of multi-platform, geolocation, automatic electronic surveillance measures and active communications system Link-16.
